The conference was held in room 450 of the Old Executive Office Building, a massive office complex used to conduct Executive Office business just west of the White House. The building was renamed the Dwight D. Eisenhower Executive Office Building by President Bill Clinton in 1999 and formally rededicated by President George W. Bush in 2002.
