    In this photograph, Vice President Richard B. Cheney meets with national security advisor Condoleezza Rice, deputy national security advisor Stephen J. Hadley, and other senior national security officials in the Presidential Emergency Operations Center (PEOC) following the terrorist attacks on the morning of September 11, 2001. From the secure facility beneath the White House, Vice President Cheney and the team of national security advisors communicated with President George W. Bush to monitor the crisis as it unfolded. President Bush received news of the suspected terrorist attacks while taking part in a reading demonstration at Emma E. Brooker Elementary School in Sarasota, Florida, and for the hours that followed worked from his office aboard Air Force One.

The luncheon was held at the Prairie Chapel Ranch, the president's home near Crawford, Texas. During the meeting, the world leaders discussed the relationship between their respective nations, their response to the threat of terrorism, and oil trade relations, and dined on spinach and orange salad, rosemary lamb chops, Texas wild rice, roasted vegetables, and carrot pudding cake. President Bush invited the secretary general to the ranch to discuss international security challenges, and NATO operations in Afghanistan and Kosovo. At the lunch, guests were served cheddar cheeseburgers, potato salad, Texas farm cheeses, fruit, brownies, and Blue Bell ice cream. Also present at luncheon were First Lady Laura Bush, Secretary of State Condoleeza Rice, Secretary of Defense Robert M. Gates, United States permanent representative to NATO Victoria Nuland, special assistant and senior director for European Affairs for the National Security Council Judith A. Ansley, ambassador Henne Shuwer, NATO spokesman James Appathurai, and military assistant to the Secretary general, Lt. Col. Paul van der Heijden.
