The decorations that year celebrated a classic American Christmas and featured handmade craft ornaments. Mrs. Carter, a mental health reform activist, invited an organization for handicapped Americans to create the more than 2,000 ornaments that eventually adorned the tree. The volunteers used local materials, such as pine cones from Colorado and nut pods from Hawaii, to make the ornaments.

Mrs. Carter selected a theme of Victorian antique toys for the 1978 Christmas decor, adorning the tree with 2,800 antique toys on loan from the Margaret Woodbury Strong Museum of Rochester, New York. Dolls, toy soldiers, dollhouse furniture, and wooden animals, each at least fifty years old, filled the Veitch fir's branches.
